After the Khulla decree: Union Council and NADRA problems solved
A Khulla decree is not the last step. The decree goes to the Union Council Chairman, the dissolution takes effect when 90 days have passed, and only then does the Union Council issue the divorce certificates, including the computerised Divorce Registration Certificate from NADRA's system. Most delays come from the decree never reaching the right Union Council, or from names and CNIC numbers that do not match. Both can be fixed.

Common questions
Is the Khulla final on the day of the decree?
The court's decision is final, but the dissolution takes effect only after the Union Council's 90 days, and you need the certificate as proof.
Can the Union Council refuse to issue the certificate?
It processes the decree; it cannot overturn it. Delays are usually about missing papers or the wrong office, which can be fixed.
Do I need to attend the Union Council myself?
Not always. Your lawyer or a representative with a power of attorney can usually file and collect the papers.
Which certificate do I need abroad?
Usually the NADRA divorce certificate, sometimes with the decree. Check the receiving authority's list, and get a certified translation if it asks for one.
